I think he crossed the line when he started gathering intel on real people. Even if it was a fantasy for him, he was sharing it with people that could have been deadly serious.

It reminds me of The "To Catch A Predator" series. Tons of those guys would throw out the line "I was just kidding around" or "I wasn't going to actually have sex with her".
