most likely the physical switch is either stuck or you have a short in the switch or wiring. I think the brake is an 'on/off' momentary switch. Does it adjust for pedal force? Like the harder you press the harder it is on the game? If so it uses more or a rheostat than a switch. Something that changes the level of voltage or frequency of the signal based on input. in either case the switch/rheostat/button is the problem. First thing would be to ensure contacts are clean and that the switch moves freely. If you have access to a multimeter, check for continuity when the switch is opened and close.
