Probably GPS, but I don't know how reliable that is. Either way, driver accelerates then slams on the brakes, perp goes crashing against the inside of the van. GPS won't explain why the sudden stop. Maybe a dash cam.
I think the driver initially refused to provide a report, essentially pleading the fifth. I don't know if he ever changed his mind.
