If you want a .22 you should shop for a used single six. It will likely be banged up if it's only $400 but those things are tough as nails.
For center fire there are more options. The used market is loaded but you will likely have to go with a ruger single action to find a nice gun in that range.
Particular used models to search for would be ruger single six, ruger security six, ruger speed six, ruger Blackhawk, smith 686, smith 686+
There are lots of compact smiths available in that range used. I wouldn't recommend that though as it isn't fun to shoot and isn't good for much of anything.
For a new gun, a uberti single action is probably your best bang for buck. They shoot very well.
