What exactly is the big deal with this? You're not the first person I've heard complain about it and I don't get it. Either way, you pull the paper and tear it when you get the appropriate length; works from under or over for me.

In 35 years I never knew anyone gave a crap about under/over TP placement. There are some neurotic people on this site.
