Because the other toll roads are owned by state, regional, county or city authorities. That one is owned by a company based in Madrid, Spain. So some people have chosen to be like "good luck enforcing your fine."
Imagine there was a store that would never stop anyone from stealing but just videotaped it if it happened and sent it to the police, but the police refused to ever go after anyone they taped stealing. Eventually, there'd be some people who just stole from there all the time.
