Stout was referring to a buyer's agent when the seller is FSBO. A true buyer's agent represents the buyer even though the seller doesn't have an agent. The seller does not agree to pay any commissions, the buyer pays his own agent's commissions. (not very common but does happen). perhaps a misunderstanding all the way around...
