Just want to chime in and say that it isn't some secret formula and blues posted a link last year that explained it pretty thoroughly. Whether you agree with the systems merits or not, it is a very structured system.
The basic outline is if you have a net loss of players in FA that were actual UFAs (not cut or traded players or untendered RFAs) you get a pick for each net loss up to a certain amount of picks.
On the Saints, I didn't do the math but it was said we had a net loss of one player and contract is the biggest deciding factor in the round you get (so Byrd definitely cancelled out Jenkins) and I believe it was the loss of DLP that is netting us a pick and he signed for the minimum.
On the Bucs/Bengals, the Bucs signed Johnson to a pretty big contract and I don't recall the Bengals dishing out big money to an outside player so they get a high pick.
Basically if you draft well you'll want to let a player walk rather than overpay him. If not you are going to be doing the overpaying.

as well as it penalizes bucs in the compensation chart for signing johnson that may have offset any other loser they lost. System is kind of a joke, it rewards incompetent teams who can't resign their players and penalizes those who can.

Yeah the "secret" part is determining the exact pick but is pretty obvious (based mostly on contract).
I was saying that determining whether you get a pick or not is no secret. It's very obvious as it's a one to one net loss.
On DLP, from my understanding draft status (or being undrafted) doesn't matter. It is still your FA. And it could be Brown but I think he got more than minimum so if he did it would be DLP.

saints now have ten picks and they need cap room so they need to trade jahri evans for a 2nd or third round pic. and trade bush for fourth or fifth round pic

I agree to an extent, but it seems like cases of DLP and Brown are sort of borderline to whether or not we're getting one. Obviously last year we are -1 in the category, but from I've read on OTC, they don't seem 100% sure that we will get one.

Not sure about the draft status part, but it looks like if we do get one, it will be because of Brown.
