They definitely will try to sell a tire anytime they can make an excuse for it, but when I worked at a tire shop I saw 2 tires come through blowout or about to blowout from flat repair. One was standard DIY plug at sidewall shoulder, another was one that was on the edge of tread and sidewall that I had patched. First one was blown out, the second they brought back with a bunch of lumps in the sidewall and treads starting to separate a few weeks after flat repair.

It sells more tires, but it's definitely better safe than send a customer away with a flat and have that tire blow out and them die.
