Music has always had its peaks and valleys. 1968-1974 was one such peak. The 80's were a roller-coaster ride of bad music with occasional greatness. The 90's were a mess. I would say the death of Robert Plant's son marked the end of the upward trend. The downward trend started with the death of hair metal in 1990. The death of grunge was when the decline became even more precipitous. When pop/punk died, there was simply no rock and roll left to replace it.

No it hasn't.

There is always always always great music being made. Saying "music has its peaks and valleys" is akin to saying" the overall talent level in colllege football has peaks and valleys". No. They aren't gonna stop making musically talented people, just like they aren't gonna stop making 250 lb dudes who can run a 4.6. If you think there is any not-insignificant time period where awesome music wasn't being made, that just means you weren't listening to much music.
