this is what I have seen as well...
one positive of a cash bar is that it does kind of curtail alcohol consumption so that some folks don't get quite so out of hand...

fully stocked bar> beer, wine> cash bar
If you are too poor to at least provide free beer then its probably best to just have a justice of the peace wedding.
