Well that explains why LSU never plays in these tournaments. I feel it's a good thing to give these teams a chance to continue playing. A little tournament atmosphere can't hurt.

The CIT is strictly for teams from mid and low major conferences.
The CBI isn't; the P5 and higher end teams have played in the CBI, but they have lost interest and have rejected invitations for the last few years.
VCU won the CBI the year before they started their NCAA run.
