I'm curious as to why the page says
It's very much obvious that it's a dashcam.
Yep.

Whether the truck should have been in the left lane or not is irrelevant to the issue of the wreck. He was in the lane and has no legal responsibility to slow down and let her in regardless of her blinker. Even if he's being a dick by speeding up, he has no obligation to let her in just because she puts her blinker on.
A blinker isn't there to say "Hey motherfricker, this is what I'm doing and frick you if you don't like it", it's there to say "this is my intent".
As the driver changing lanes it's her responsibility to make sure she has enough room to do so. She didn't. She gambled that she could force her way in just so she wouldn't have to wait behind the other, slower 18-wheeler. She lost. Maybe she'll learn a lesson from this.
Yep.

He was talking on a cellphone, whether it was handheld or bluetooth who knows? Yes it was a dashcam

You can hear him talking on the phone in a southern accent.
I'd say he's probably on a bluetooth device though, which is legal, because talking on a handheld device in a commercial vehicle is illegal nationwide, unlike in a personal vehicle.

Have any of you driven 18-wheelers? It's quite possible that the driver couldn't see the car easing in front of him at first. She was quick and forceful in her maneuvering.
I'm not taking sides, by any means. The driver of the Jetta is at-fault.
You don't want to be behind the wheel of an 18-wheeler while trying to stop on a dime. You also don't know what his load was. Liquids? Hazards? Piping? Trees? Could have been anything that, when slamming on the brakes, could have caused an even bigger accident.
