Although it's true these could easily be one step, the founder stretched them out because he felt twelve would be a holy number (as in 12 disciples). That's the kind of hard-core science that backs up this "treatment".

To the OP, if this is helping your friend then listen to his apology and be supportive, but be prepared for his relapse. 90% of the people who buy into this fail at it, and the ones who abandon it have the same success rates as those who stick with it. So support him if he does this program and support him if he doesn't.
