OOS offers are typically not committable until a formal offer is made at the camp after seeing them perform in person. Like the other poster said OOS kids aren't as inclined to come to your camp without the offer in place. Also some "in state" kids get the same treatment if they aren't considering coming to camp. Like Santos Ramirez from a few classes back. But I guarantee you the Fournettes, Tolivers, and Savion Smith's are 100% committable whether they are in-state or not.
