If you know capology then you know those bonuses are guaranteed to get converted(Galette and Byrd's at least 100% without a doubt; Graham is also almost a given; Lofton is more 50/50).
These were the mechanism put in place in the contracts Loomis was speaking of.
Anytime you sign someone to a 6+ year deal you can only spread the signing bonus over the first five. A roster bonus in year two allows you to keep the first year cap hit low, make sure the player is living up to the contract before giving him more guarantees, and pushing signing bonus into the 6th year helping to spread the hit out when you convert.
It's basically agreeing on a big signing bonus without the team guaranteeing the whole thing in year one. This would have helped a lot with Brees' contract, allowing us to add a void year (or extend him) to help spread out the hit. Brees wanted the whole thing up front. While Loomis did what he could with the numbers Brees' side definitely won on the contract and it hurt our flexibility.

I'm not convinced it's a guaranteed bonus
