Making $40k at 25 is not the end of the world. If he is excelling, he will be rewarded eventually.
Opportunity will knock. Be patient. But that sort of advice is frowned upon by millennials.
I counseled a kid in his mid 20s like that. Smart kid, graduated with a degree in Risk Management and took a entry level insurance job out of college.
Worked that job for a couple years, liked the job but hated the pay. Wasn't going anywhere because he had a bad attitude. Quit and went off shore. Made more money, but hated it. Had a bad attitude and quit. Went to retail management. Made more money than he did selling insurance, but hated the hours, hated the job.
Went back to selling insurance. Likes it. But regrets missing four years of growth potential.

Decide what brings one joy and happiness and figure out a way to make a living at it. Until then, accept one's station in life as a known is far better than an unknown unless one is unafraid of the dark
