I get what you are saying, it's not like Miles doesn't make changes, but as you see from your own response to my post both of the adjustments you mentioned were after losses.
I do think last year was a bit of an aberration given the youth we had, but the trend in Miles tenure is to be a bit late on the adjustments within the course of a season. The staff is decent at adjusting at halftime. I'd say he is strong at game planning overall.
I kind of think this applies to his seasons as well. He tends to make an assessment on his teams strengths and believes his teams talent can overcome the teams weaknesses if they can execute. Then within the season it takes him longer to realize that perhaps the weaknesses were worse than expected or the strengths not as strong. By then it is a little late.
