BINGO. She would look very different(and probably much better) if she had on normal looking eye liner/shadow there. Looks very much like a 'no make-up' look.

She is wearing A LOT of makeup. She's wearing primer, contouring makeup, foundation, highlighter - all to make her skin appear youthful - lip pencil & lip stick, eyebrow pencil powder & HD finishing powder.
