Not really. If there aren't any of the hobbies, activities, etc that improve your quality of life than a lower cost of living just isn't that much of a huge draw to want to move there.
And it's not like the cost of living where I live at is crazy insane like places in CA or NYC or places like that. I rent a 3 bedroom house for $1475 a month here. How much could you rent a 3 bedroom house for in Baton Rouge that was in a decent neighborhood that you could walk around in and not worry about getting robbed, shot, raped, etc? I remember renting a 3 bedroom house in BR back in 2004 for $1500 fwiw.
