Emergency Fund Allocation?

I've got an emergency fund that will cover one year of expenses in a savings account that pays .75% interest. No debt. I want to invest half of it into a very broad, low volatility index fund.
A friend had mentioned an index fund comprised of index funds?
I understand there will always be volatility. I'll roll those dice

if it is emergency money, and you want low volatility look at short term bond funds, and i know boards obsession with index funds but in this case i would want an actively managed bond fund.
