Those guys are basically addicted\reliant on those pills. Probably just wanted extra just in case. At the time he was being punished for disobeying orders so he might be scared of being punished further by withholding his meds

Yeah the hoarding angle makes sense, did he get there so quickly as a cover for stashing his pills?
