You really need to read the link you posted. It states that the advisory is for certain parts of Mexico. Here is what is says to watch out for in Quintana Roo(the state Cancun, Cozumel and Playa is in)

I read it, the tourism interests of Mexico will keep pressure on the Department of State to say that, and I agree that statement is true. There isn't nearly the level of violence in QR that there is in Central Mexico. I'm simply not going to be in QR when/if something bad happens there. The federal government of Mexico has shown over the past decade grossly systemic security problems. Risk:reward for me makes travel in Mexico not agreeable when I can just as easily go other places which are safer.
The egos and stakes of Mexican narco-trafficantes are high, there's a probability violence will spill over into the tourism sector and locales. I won't be there to see it.
