Meh. It has everything to do with the weather. In Atlanta, Houston, Dallas, all of Florida, they have high tech all weather tracks and they compete and train year round.
Miami Gardens Xpress starts training their kids at 4
Imo it's the weather that allows year round training.

The best distance runners I used to know all tried to train at altitude.
