The IRS requires PayPal to submit a 1099K form for all of its larger merchants. That's why you'll need to provide your tax ID or SSN. There's nothing unusual about it.
And PayPal definitely isn't for losers IMO. Its Web payments API has low transaction fees, great fraud controls, very good customer service, and very little downtime if you're an online merchant.
With the API integration, online customers never see a PayPal login page and typically never know that PayPal is handling the payment card transaction.
