Sometimes they'll keep the semi dead weight if they're close-ish (think 75-80) because the costs to fire, re hire and train someone is exponential. And if they think the employee is loyal-it's just a gamble to fire them to potentially spend 100k more to hire someone else who could suck just as much or worse.

So basically, this supposed slacker is saving you a ton of money. Give him a raise.
