What's going on with Zachary and the school funds?

I caught the tail end of the news yesterday and saw that they're looking like an arts cut is inevitable.

Was their mishandling of funds? Are they finally realizing that they won't be "the #1 school district" in LA?

They're spending more than they take in. School board is putting a 1 cent sales tax increase on the ballot for a March election.
