See, I think people assume the latter is going to happen. After-all that's what happened in Central. They formed a new school district and the schools drastically improved on day 1 even though it was the same buildings, teachers, policies, and cirriculum. Argue difference? Stopped busing kids in from the ghetto.
The problem here is that desegregation is no longer the case and the shitty students that are in SEBR schools actually live in SEBR. You're not going to see that shift in demographics.

The only way it's possible is if the private schools near the area lose population to the public schools. That is what they may be hoping for.
