I ran into this recently for all my users after I updated FF for everyone. I ended up having to turn off the plugin auto update settings. Type about:config in the address bar, and then set extensions.update.enabled and extensions.blocklist.enabled to false.
If it's for an AD user base, you can roll out a cfg file to each user with a group policy.
