This is why the old saw about most cops being decent and only a few making it hard on the rest is bullshite. If it weren't for the "good" cops standing by silently when they know their co workers are acting a fool there would be far fewer acting like a fool. In my opinion it is a worse crime for a cop to turn their head or cover up when a fellow cop breaks the law than any law that a civilian could break because the cops are both guilty of betraying the public trust. That is more damaging to society in general than any individual crime.
