I'm not going to pretend to know whether he or anybody else knew that they would be retroactively paid. That being said, if a person fights against wasteful spending, knowing very well that it will actually result in even more wasteful spending (paying government employees not to work) then I would view that person more negatively than those that are all for wasteful spending. It would be one of the worst forms of hypocrisy.
