Well, the repub leadership DID trust Dingy Harry, or at least hope he'd do what he said. Ted Cruz did something almost unforgivable as a US Senator. He forced a hard vote on a ticklish issue that put many a repub senator between a rock and a hard place, and it could have been easily swept under the rug while swilling eggnog. The fact they trusted Reid is why they should NOT be in the Senate leadership.
Otherwise, they are just consciously attacking a fellow Republican Senator for pure political advantage.

I think this is it. No one wanted to take a stand on the issue(s). It's unseemly to make a Senator vote on something other than his/her reelection or salary.
