I've hunted Alberta and Saskatchewan several times. It's a unique experience and some big ones do get killed every year. IMHO, Saskatchewan is not what it used to be and commercial deer hunting has really changed things there. Reality is the vast majority of hunters harvest deer around 140 +/- 10 inches. Far more at the lower end of that spectrum than the higher end. A 150 buck is certainly achievable but not as easy as it once was. A good SK outfitter is going to cost you $3,500-5,000. Don't forget flights, licenses, tips, taxidermy, etc and you can easily hit that $6,000 mark.
You may see fewer deer but if Canada is your target then Alberta may be a better choice. (No baiting in AB whereas its legal in SK). Alberta turns out some monsters and you can sometimes get a combo hunt allowing you to take a muley and a whitetail for a reasonable price.
Iowa, Kansas and Illinois would all be good choices. A muzzleloader tag in Kansas on a reputable ranch is a great hunt.
