This was the first time I voted for those positions (we moved here in 2012, and I only lived here for a few months before Katrina) and I was stunned at the number of positions.

11 school board members, and I only think 2 of the races were contested. In one race, the incumbent won, and in the other race, the challenger won, but the challenger is the wife of a very well known and well liked teacher down here. The other 9 races, the incumbents won without opposition, and some of them have been on the school board for 20-30 years.

At least most of the constable and JP races were contested.

I don't know what the real budgetary cost is of extra SB members, but it can't be much.

And my understanding of the JP and Constable positions is that they are totally self-funded by the fees they charge for services performed.
