In no order,
Alabama, LSU, Florida, Florida St, Texas, USC, Slowhio, Notre Dame,
Sure I have left one or two out, but think those are the top with Oklahoma, Michigan, Oregon, Miami types right behind.
I agree with that list of premier programs. But, just because you have a premier program doesn't guarantee you can go hire any coach you want; or, that a coach with prior success will do well at one of those programs. When Notre Dame hired Brian Kelly, I was fairly certain that he was going to restore that football team to a superpower. After playing for a national championship in 2012, the Fighting Irish finished at 7-5 this year. Look at Rich Rod. He was one upset away from playing for a national championship at West Virginia. He then goes to Michigan and gets run out in three years. He landed at Arizona and he is playing for a conference title in his third year.
I don't know that there is a "best position" to hire a new coach unless a Nick Saban or Urban Myer tells a school he wants to coach there and would accept an offer if extended. Otherwise, hiring just about any other coach seems to me like a gamble.
