Not a bad idea to give the other team the option. I think a strong majority of teams would rather have the opponent be 1st and 20 from the 7 than 1st and 13 from the 3.

The problem is what do you do when it's on the other end of the field?
It's not fair that the offense would only get half the distance on an offsides call, facemask, etc
