I don't believe he can since the issue is with QB selection, development and guidance - Certainly wish he could but I don't think the skills are there.
He has had plenty of time and many players have come and gone who had been selected. The only QB who has done well in his tenure were not identified by him but by others. Those QB's who were here by Sabin selection and development and Mett who we all know his history, even he was benched while JJ did his deal.
So NO.
