Because he's not too good....

Bills traded him to the Colts for Jerry Hughes. Sheppard got cut in the preseason, Jerry Hughes has been great.

And he was signed to the Dolphins during the season because they had a season ending injury to their starting LB. He was on waivers for a little while after the Colts cut him.

Keep in mind -- Sheppard had two solid seasons in Buffalo and caught the attention of Indianapolis -- that's why that trade happened. The Colts were looking for inside linebackers and came after him.

It worked out well for Hughes because Buffalo is a better system fit, and he was playing behind two of the best pass rushers in NFL history (Freeney and Mathis) in Indianapolis. Hughes always had the potential to be a good pass rusher coming out of TCU, he just needed the right situation.

Apparently things didn't work out for Sheppard with the Colts and they released him. That's the nature of the league. I don't know the specifics on that situation, but it's worth noting -- Sheppard was more productive last year with the Colts than Henoc Muamba and Josh McNary have been this year. So from strictly a football standpoint, I don't think you can say that releasing Sheppard was a good move by the Colts.
