I don't think there's much that can be done. EOs are supposed to be used for policy, not lawmaking.
If the President creates a full-scale law using an EO, then it could be challenged in court, though that's been tried before and hasn't worked.
Since the House holds the purse-strings, the Reps could choose not to fund whatever mechanism is required to carry out the EO.

But this EO would be directing ICE NOT to enforce certain laws against certain folks. Thus, they wouldn't be spending money anyhow. So how would a funding mechanism do any good? Force them TO SPEND MONEY enforcing the laws? Oh great, just like a bureaucrat needs help wasting taxpayer funds.
