That guy was on video as brandishing a weapon the police had no reason to believe wasn't more deadly, and he was shooting people with it, and he was clearly fricking nuts. Nt much investigation is necessary when the whole incident is on tape.
The same would be the case here, one way or another, if the shooting was on video. It wasn't, ergo, long investigative period.
What is the average time it takes grand juries to rule in cases like that?
