Any reasonable, rational person would see it as completely irresponsible to travel as she did.
Who cares if she called the CDC? The CDC is a national joke. They've been completely de-legitimized as an authority on or over anything by this. She may as well have called Habeeb, the manager at the 7-11, for permission.
