I'm hobbled by mobile at present, but found the enabling law. There are many references to other ordinances that I can't see, but nothing dictating judicial remedies, only this:

If the Commission determines that the respondent has engaged in an unlawful practice, the Commission shall state its findings of fact and conclusions of law and shall issue an order requiring the respondent to cease and desist from the unlawful practice and to take such remedial and affirmative action as in the judgment of the Commission will carry out the purposes of this article.


If it's acting as a filter of sorts, or helping the aggrieved pursue a claim, I get that. Id assume parties could appeal to the courts, but such is not stated.
