he didn't sign over his shares haha that would be dumb. He signed over control and she diluted the stock to where his percentage was very small

They actually did have some sort of trust fund, but the way it was worded, they needed Moira's, Oliver's, and Thea's signature to activate it by a certain date. Thea refused to sign it, and they lost that fund (if I'm remembering correctly).

But like BB3 stated, he obviously still has some money left over since he still isn't working, but he doesn't have near enough to still live lavishly.
