Division HQ is all the big wigs, planners and what not. There are generally 3 or 4 brigades per division. As of now only the 1st Infantry Division's HQ element has deployed to Iraq, ostensibly to help the Iraqis plan and execute the defense of their country. The 1st Infantry division's 1st Brigade Combat Team just happens to be on rotation in Kuwait as a theater contingency response force.


Could be nothing, but it's certainly a strange coincidence.

I really probably wouldn't make much of that. The BCT structure is such that the BCT's very, very rarely operate as fully operational elements under their division headquarters. It is probably both of their turns in the ARFORGEN cycle. I could definitely be wrong, but don't we still have like four division HQ's in Afghanistan for the RC's? That would mean there are only six others even available (and that's not including ARFORGEN reset times).
