is the hissing noise coming from under the hood or in the dash?....sounds like a vacumn leak to me...
eta: short cycling typically means that the system is low on refrigerant...

Hood, and corresponds directly to the fan/AC being turned on - 99% sure it's the A/C, not a vacuum leak.
