you're missing the point. We are cosntantly fighting to avoid "civilian casualties", to avoid "cultural insensitivity".
frick that. They hide amongst the civilian population that gives them cover. When have you seen the civilians offer them up from within their midst?
The brutality has to be over the top. They send a suicide bomber, you destroy a city. civilians, buildings, and "extremists"...fricking everything.
You must break their will, and for that it needs to be off the charts brutal.

Well Rome had a very effective method of dealing with Carthage after the Third Punic War. I would think the same method would work again.
