That's the real difficult part of tarpon fishing. It's finding where they are hanging out. One year it may be one place, the next it may be different. It may be month to month. If you aren't fishing regularly, you can't just go out on a day trip and expect to find them. You may get lucky, and your prediction worked out. But there's a better chance that you are going to do nothing.
For the Tarpon rodeo, the fish were found in Grand Bayou and word spread. Most everyone fished there for the three days and a decent amount of fish were caught. If you were out there by yourself, it could have taken a looooong time to figure that out. I'm not going fish the lake for them or anywhere else without someone else like a charter captain getting the word out that there are tarpon in an area.
I've been stuck with friends who want to try in a new area and it was a long day of drinking and staring at water. I haven't tarpon fished much, but the people I've been with seem to have a pretty open relationship with all the other fisherman as far as letting everyone know where the fish are.
