I'd go with Parkey but come on dude, the difference in the #1 kicker and #16 kicker is negligible unless your league has some crazy bonus stats for kickers. Pick a kicker last round that has the latest bye week and move on.

We do have crazy bonuses for 3, 5, 7 fg, as well as 50 and 60.
Dan Bailey got me like 40 points in one game last year. And it's a dynasty league. It just makes things more interesting instead of just pulling a kicker out of a hat.
