First, the Browns have to cut Gordon for Gordon to sign with a CFL team; not the other way around. Gordon can sign everything but the CFL rules prohibit the contract unless he isn't on contract with an NFL team.
Second, Gordon remains on a quite cheap contract. And since Gordon is suspended for the entire year, the contract doesn't toll for this year and now runs until 2017.
Why would the Browns release him when they can hold his rights for free in case he manages to get back into the league next offseason?
Finally, Gordon would go on waivers and many teams would make a claim. We wouldn't be able to just sign him.
