It takes me the same amount of time, when school is in, to get to work as it did before.
How did it help?
If it makes you feel better, i can see the difference when school isn't in. It helped in that regard and traffic is better then.

3 lanes is not enough for the amount of people going through Baton Rouge. Neither is 4.

It helps every fricking day. I drive from NOLA to BR everyday for work, and when that construction was done the trip was infinitely better. Traffic used to back up before Highland, now I don't hit it until College, if at all.

the great irony here is that the public wants more lanes and more roads, and when you present them with a plan to do that (like the loop), they vehemently shoot it down, then go on tigerdroppings and complain about traffic.
